Roanoke developer Robert Fralin's company has revived a long-controversial, twice-rejected proposal to turn woodlands along Brandon Avenue into townhouses.

City leaders next month will decide whether to rezone a portion of the company-owned property to allow the construction of 29 townhomes near a convoluted southwest Roanoke intersection.
