Roanoke has one of the oldest housing stocks in Virginia. Roughly 80 percent of owner-occupied homes and 76 percent of rentals in the city were built before 1980, according to the city's own. And 1980 is the government's polite proxy for "before 1978" — the year the U.S. finally banned lead-based paint in residential construction after decades of knowing exactly what it does to a child's brain.

Which means the walls of tens of thousands of Roanoke homes are, right now, still coated in a substance the federal government classified as unsafe at any level 47 years ago.

This week, the city got a check to do something about a sliver of it.

The grant

On September 8, the City of Roanoke announced a $6.25 million grant from the U.S. Department of Housing and Urban Development's Office of Lead Hazard Control and Healthy Homes. The money runs for three years and is earmarked for the city's Lead Safe Roanoke program, which will use it to remediate as many as 150 homes.

This is Roanoke's seventh HUD lead grant. The Lead Safe program has been quietly grinding away for more than 20 years and has already made 559 homes in the city lead-safe. For context, the last major HUD award to the program was $2.1 million over three years and covered 85 units. This one triples the money and nearly doubles the unit count.

To qualify, a household must:

  • Live in the City of Roanoke
  • Live in a home built before 1978, not in a floodplain
  • Have a child age 5 or younger living in or regularly visiting the home
  • Meet income eligibility guidelines (specific limits not published in the release)

Services covered include specialized cleaning, replacement of windows and doors, repair of damaged walls and floors, repainting with lead-safe finishes, and a full home safety evaluation.

How many Roanoke homes actually have lead paint?

Here's the math nobody wants to sit with.

According to Roanoke's own filings with HUD:

  • 27,913 housing units in the target area were built before 1978
  • 11,383 were built before 1940
  • 13,042 units are currently occupied by low-to-moderate income residents and contain lead-based paint
  • 2,921 of those are classified as "high-risk LBP units" meaning peeling, chipping, or deteriorated paint in homes with young kids

The highest-risk zone maps to five ZIP codes the Virginia Department of Health has flagged as high-lead-risk areas: 24011, 24013, 24014, 24015, and 24016, the city's older Conservation Areas and Rehabilitation Districts on the near-northwest, southeast, and southwest sides.

At the pace the last grant moved, 85 homes in three years, Roanoke would need 34 more grants and roughly a century to reach every one of the 2,921 high-risk homes alone. This new $6.25M award will knock out 150 of them. Meaningful progress. Not a finish line.

What lead actually does to a kid

The city's press release warns that "lead exposure can seriously harm children and cause lifelong health effects." That's the polite version. Here's what CDC data says in plain English.

There is no safe blood lead level in a child. None. The CDC's reference value, the number above which a kid's blood lead is considered elevated, is 3.5 micrograms per deciliter, and even below that threshold measurable harm has been documented.

Approximately 500,000 U.S. children currently have blood lead levels at or above that reference value.

At even low levels, lead exposure in young children is associated with:

  • Developmental delays
  • Difficulty learning
  • Behavioral issues
  • Reduced ability to pay attention
  • Lower academic achievement

The damage is often permanent and disabling according to the CDC. And here's the worst part for parents: most children with lead in their blood show no obvious symptoms. The only way to know is a blood test.

Who is most at risk?

  1. Children under 6. Their developing brains absorb lead more efficiently than an adult's body does, and their hand-to-mouth behavior — chewing on toys, crawling on dusty floors, sticking fingers where they shouldn't — is a delivery system for lead dust and paint chips.
  2. Pregnant women. Lead crosses the placenta. Exposure during pregnancy can cause miscarriage, premature birth, low birth weight, and neurological damage to the developing fetus.
  3. Low-income families in older housing. In Roanoke, HUD estimates roughly 80% of the units that contain lead-based paint are occupied by low- or moderate-income families. This is an equity crisis wearing a housing hat.

Cases in Roanoke

The city's own data reports two figures for children under 6 with elevated blood lead:

  • 8 kids (1%) by U.S. Census / Virginia Department of Health data
  • 74 kids (1%) by local pediatricians' data

The gap between those two numbers — 8 vs. 74 — is the story. State surveillance systems are notoriously under-testing. Local pediatricians catching nine times more cases than the state count suggests the true number of exposed Roanoke kids is meaningfully higher than the official tally.

And Roanoke's history with lead is not new. In March 1994, it was reported that the city's Department of Parks and Recreation had to fence off 27 pieces of playground equipment after testing found more than a third of 70 pieces exceeded the federal 0.5 percent lead threshold. Thirty-one years ago, the city discovered that the swings its kids were playing on were coated in poison. The lead in Roanoke's paint has been a known problem for a very long time.

How to prevent lead exposure right now

While you wait for a Lead Safe Roanoke crew, or if your house doesn't qualify, here's what the EPA and CDC actually tell parents to do:

  1. Get your kid tested. A blood lead test costs almost nothing and is often covered by insurance, WIC, and Medicaid. Your pediatrician can order it. If your child is under 6 and you live in a home built before 1978, do this next week.
  2. Assume peeling or chipping paint is lead. Don't scrape it. Don't sand it. Don't power-wash it. Cover it with duct tape or a piece of furniture until you can get it properly stabilized.
  3. Wet-clean, don't sweep. Dry sweeping and dusting sends lead dust airborne. Use a damp mop and disposable paper towels for windowsills, floors, and door frames — the three surfaces where lead dust concentrates most heavily.
  4. Take shoes off at the door. Lead-contaminated soil from the yard tracks into the house.
  5. Wash hands and toys. Wash your kid's hands before every meal and after playing outside. Wash toys and pacifiers regularly.
  6. Run cold tap water for 30 seconds before drinking or cooking, especially in older homes with copper pipes soldered before 1986.
  7. Feed a diet high in iron, calcium, and vitamin C. Kids with good nutrition absorb less of the lead they're exposed to.
  8. Renovate carefully. If you're remodeling a home built before 1978, hire an EPA Lead-Safe Certified contractor. Not "a friend who does drywall."

How lead paint gets properly removed

This is not a DIY job. Not even a little bit. Improper removal is often more dangerous than leaving the paint alone, because sanding or heat-stripping creates concentrated lead dust that settles into every fiber of carpet and every gap in the floorboards.

Federal and Virginia law require that any renovation, repair, or painting that disturbs more than 6 square feet of lead-based paint in a pre-1978 home be performed by a firm certified under the EPA's Renovation, Repair, and Painting (RRP) Rule using lead-certified workers.

Proper remediation uses one of three approaches:

  • Enclosure — sealing lead paint under new drywall, siding, or a durable coating
  • Encapsulation — covering it with a specialized bonding sealant
  • Abatement — the full removal of contaminated components (typically windows, doors, and trim), replaced with new, lead-free materials

Costs run wide depending on home much work needs to be done. A single lead-contaminated window replacement runs $600–$1,200. Whole-home professional abatement typically lands between $10,000 and $30,000 and can exceed $50,000 for larger homes with extensive interior lead.

Which is precisely why the Lead Safe Roanoke grant exists. A working-class family in the West End is not writing a $25,000 check to save their kid's brain out of pocket. They shouldn't have to. That's what the grant is for.

The economic impact

This grant will be felt in three ways, and one of them dwarfs the other two.

1. Immediate construction spending. $6.25 million injected into the local construction economy over three years. Assuming typical distribution, that's roughly $30,000–$50,000 per home spread across an estimated 150 units, hiring EPA-certified local abatement firms, window and door installers, painters, and remediation specialists. Meaningful for the small firms qualified to do this work.

2. Home value uplift. Lead remediation with a HUD-issued clearance certificate materially increases the resale value and rentability of an older home, particularly in Roanoke's Conservation Areas where housing values have been suppressed partly by known lead risk. A conservative estimate of $10,000–$20,000 in property value uplift per remediated home puts the aggregate local property value increase in the $1.5 million to $3 million range.

3. Long-term lifetime earnings preservation. This is where the real money is. The Health Impact Project, cited by the CDC, estimates that eliminating lead hazards from places where children live, learn, and play would generate approximately $84 billion in long-term benefits per U.S. birth cohort (CDC). The benefits come from higher lifetime earnings, lower special education spending, reduced juvenile justice costs, and reduced healthcare spending across the affected children's entire lives.

Applied at Roanoke's scale, if this grant successfully protects even a few dozen children who would otherwise have suffered measurable IQ loss and developmental damage, the long-term local economic return could easily exceed $20 million to $40 million — a 3-to-6x return on the $6.25M federal investment, showing up over the next 60 years as better graduation rates, higher wages, and lower social services costs across the West End, Melrose, Belmont, and Hurt Park.

That is not speculation. It is the entire economic case for lead remediation as public policy. The math has been settled science for a generation.

The bottom line

$6.25 million is a real number. 150 homes is a real number. Neither is enough. But it is more than Roanoke has ever had at one time to fight this fight, and it is landing at a moment when the city knows, down to the ZIP code and the block, where the highest-risk houses are.
